The trick with carbon trading type scams is to figure out who is going to get the “credits” to trade to companies for cash for permits to make tobacco products.

Cap and trade are so primed for corruption, you got to wonder what Enzi’s thinking. Naturally, he didn’t write this stuff, some lobbyist put it in his or aide’s hands.
