Also there was an EXTREMELY well financed pro tax campaign that spent easily in the vicinity of $1,000,000 to (successfully) get the weak minded to vote for it (radio advertising plus THREE mailers to every registered voter in the county) All of the teachers were told by their administration to vote for it as well.
