Actually, your case isn’t so clear. If each citizen is taxed just a small amount for a program, then each citizen has little motive to oppose the spending. If a few are taxed a large amount, then those few have much motive to oppose the spending. That’s the standard analysis, and it usually applies, but for some reason smokers have turned out to be real weenies.
In regard to this specific program, by far the best strategy would be to hold parents financially responsible for their children’s welfare. What a concept!
