Close to the same thing NYC has been doing with workfare and it’s worked out great.

As opposed to a liberal, who would stay in bed and cry if he had trouble finding a job, but who'll get up in time to reach the various govt offices that give our tax dollars to "victims".
Yes, speaking personally, I like to work, it gives me satisfaction. Better to be doing something useful and getting a little exercise than to wander around aimlessly or lie on the sidewalk.
In fact, I’d actually rather do this, get outdoors, see people, and do something useful that I can see with my own eyes, than work in an office eight hours a day at a routine job.
Of course the Canadian winters are another matter.

The guy is in for a world of hurt. The unions in Canada have kept out Americna style “Adopt a Highway” programs because volunteers picking up trash takes work away from unionized goverment employees. If he is picking up trash off the streets, he is violating the collective bargaining agreements with the city. He will likely get arrested or fined.

You know, there used to be common words to describe the different kinds of homeless people. Most are “bums”, people who do nothing productive, and beg to support themselves. Others are “hobos”, who try to find odd tasks that they can perform, to earn the money, food, and other considerations they might receive from others.
