Yes he has - he was a primary leader FOR this bill in the early going. In fact he was one of the proud secret negotiators.
He only backed off because of all the heat we've given him and Isaakson. If this bill passes, no matter how Chamliss votes, his senate career is over. He MAY barely survive if this bill is voted down.
