In fairness, no Senator is going to actually read any bill in its entirety. The staff is supposed to do that and prep their guy to be able to talk intelligently. Which V's staff obviously did not do.

That is the root of the problem though. Why aren't they reading the bills? If they are too long then the question should be asked why simple bills need to be 800 pages long.

This should illistrate that congressmen don't write our laws, life long congressional staffers do. That is why nothing ever changes at the state department and that is why nothing ever changes no matter which party is in charge.

Our senate is broken and needs serious reform.

You are correct.

Here's an idea: For every law that is passed, two other laws must be repealed.
