Thanks for the link. That article solves the riddle. Clinton started shifting resources only to employers implicated in smuggling, right around the time the drop began. Apparently, Dubya continued that policy. Absolutely shameful.

In retrospect, that's what we should have been giving Clinton grief about, not Monica Lewinsky. Then immigration enforcement would have become an issue in the 2000 election, and we could have nominated someone decent, instead of that incompetent traitor we're now stuck with.

I'm proud to say that although I voted for Bush twice in the general election, I did not vote for him in the primaries.
