Politics. This is a political website. If you want principle, go talk to your priest, minister, or rabbi.
To give you a fuller answer, it really doesn’t matter if banning IVF is a principled issue for you, because the folks who call the shots in the Administration — like, almost certainly, their counterparts in future Administrations — are never going to do anything that would seriously impair the ability of the Republican Party to win national elections. Attempting to ban IVF would make it virtually impossible for the GOP to win nationwide, at least in the near term.
It's usually one, or the other, but less often both who have this problem.
In order times it was usually resolved with friendly relatives or neighbors, and by close adoption within extended families.
Some populations, e.g. the Sa'ami, are supposed to have a far lower incidence of infertility than others. Most likely "infertile couples" could benefit enormously from the ministrations of a naoide.
