You’re close. The full answer is a race to attempt to pander and win the support of a huge future voter base. This is part of why Bush is pushing this along with his compassionate conservatism nonsense and having latin relatives. Big gamble for Republicans as I am not convinced the Republicans will win that many mexican-americans based on this. Its a win/win for the dems. If it passes they pick up millions of future voters. If it fails they still succeed in splitting the Republican base.

Who supports the entitlement programs that will keep the illegals afloat? Hint: Not the Republicans.

To think that anything more than a handful of former illegal aliens are going to turn into reliable Republican voters is nothing short of insanity.

I don’t think it has to do with votes unless our government is ready to literally hand over our country to Mexico or parts of it. The Mexicans are not going to vote Republican or Democrat. So I am confused as to why this is always interjected. Bush must know this as well as the Dims; so this might be a distraction or something to blame it on other than them.
