He was campaigning for re-election, promising he'd keep American boys out of the war, no matter what. At the same time, he was plotting how to get us into the war and sending his #2 man, Harry Hopkins, on extended missions to plot how we would enter the war. And he was using C-in-C power to hunt the German subs who were a real threat to shipping (and American profits, ask the Bush's and the Kennedy's). And Churchill wasn't practically begging, he was groveling and hysterical.
