I know what you mean about our southern border in CA. Trip mines of HE in the 2/3 of the length toward to the US would collapse them. Cement is to be used to build things and isn't cheap. HE is, if you know what to do.

Maybe filling the tunnel w/cement was staged. That’s a more plausible scenario at this point in time.
