“Rice Orders Baghdad Embassy Posts Filled”
By MATTHEW LEE
The Associated Press
Wednesday, June 20, 2007; 7:39 PM
WASHINGTON
The man stepped out of his car just after the explosion, a cloud of smoke rising above. He staggered a bit as he examined his blown-out rear window, got back inside and slowly drove away. What he was doing with an apparent pipe bomb inside his car - and whether he planned to target someone with it - wasn't known Tuesday. And why it suddenly exploded in the middle of the night on a quiet Harbor Gateway street is a mystery.
"It was a big, giant explosion, really big," said a resident who asked to remain anonymous.
The midnight blast rocked the neighborhood at 214th Street and Denker Avenue, triggering car alarms and scaring residents, many of whom spent the day finding bits of plastic shrapnel in their grass and shrubs. "It shook the house," resident Geri Mauch said. Los Angeles police Detective Michael Kriha said he needs help to try to identify the man, last seen heading west on 214th Street in his red Honda hatchback with the shattered rear window.
"We have no idea what the motive was. We have no idea if anybody was injured in that vehicle," Kriha said. "This is kind of a `whodunit' and a `whydunit."' Police also cannot be certain that the blast was a premature detonation.

“The Internet: Midwife of Global Radicalism?”
by Caryle Murphy
ARTICLE SNIPPET: “Gabriel Weimann, author of Terror on the Internet, and a long-time follower of this phenomenon, recently estimated that of 5,400 Web sites belonging to extremist groups and their sympathizers, about 70 percent are related to radical Islamists, with most espousing jihadi ideology.
The Internet was key to al-Qaidas resurrection, said terrorism expert Bruce Hoffman, a Georgetown University professor and author of Inside Terrorism. Without this most modern means of communication, he said, the group would be like every other terrorist group in history, a localized phenomenon. Instead, al-Qaida has become the first truly global terrorist movement.
Moreover, this cyber presence is extremely tech-savvy with a high degree of interactivity between the sites and viewers, said Moran, a senior intelligence analyst at Terrorism Research Center, a private intelligence gathering firm with corporate and government clients. These jihadist webmasters, theyre not dumb, they dont live in caves, he said. Theyre very sophisticated. They understand the propaganda battle very well [and how] they can use the Web as a medium to talk to people that they wouldnt be able to talk to here in America or the West.”
ARTICLE SNIPPET: “Moran agreed that the jihadis are currently winning the Internet battle. I say that conclusively because the sites are still there, theyre still pretty well-visited [and] theres new content going up on a daily basis, he said.”

“Hunter: Pentagon failed on ISR needs”
United Press International ^ | 20JUN07 | UPI
Posted on 06/20/2007 10:12:55 PM PDT by familyop
ARTICLE SNIPPET: “WASHINGTON, June 20 (UPI) — A GOP presidential candidate has slammed the Pentagon for failing to develop effective intelligence and surveillance technologies.
“The U.S. armed forces continue to need urgent upgrades in their capabilities for high quality intelligence, surveillance, and reconnaissance, or ISR,” Rep. Duncan Hunter, R-Calif., the ranking Republican on the Armed Services Committee of the U.S. House of Representatives and a conservative candidate for the GOP’s 2008 presidential nomination, said in a statement Wednesday.
“In the current threat environment, where our enemies hide among indigenous populations and in which targets may be fleeting, the importance of integrated, timely and accurate ISR cannot be overstated,” Hunter said.”

“Trashed maps spur TSA damage control”
By Audrey Hudson
June 20, 2007
THE WASHINGTON TIMES
ARTICLE SNIPPET: “Homeland Security officials are being warned not to toss secret documents that could compromise transportation security into the ordinary trash after hundreds of such papers marked “sensitive” reportedly were found in a city trash container near the Orlando International Airport in Florida.
The Transportation Security Administration (TSA) used its most recent newsletter to tell employees not to throw away outdated materials stamped as “Sensitive Security Information” (SSI).
“There have been recent news stories about a young person who went Dumpster diving near a major airport and found an airport binder that contained documents marked as [SSI]”, the newsletter said.
Employees are told to shred SSI documents in cross-cutting shredders, cut them manually into squares that measure no less than a half-inch or place them in trash bins specifically designated for SSI disposal.”

“Former Muslim Tells Journalists Values of Islam, West Incompatible”
By Whitney Stewart
CNSNews.com Correspondent
June 20, 2007
ARTICLE SNIPPET: “(CNSNews.com) - Journalists must acknowledge incompatible differences between Islamic and Western beliefs to effectively facilitate debate between them, in the view of Ayaan Hirsi Ali, an advocate for women’s rights in Islamic cultures.
Speaking at the National Press Club in Washington, D.C., this week, the Somali-born Hirsi Ali said the 21st century began with a battle of ideas “about the values of the West versus those of Islam.”
“Journalists ... face the unpleasant reality of taking sides or getting lost in the incoherence of the so-called middle ground,” she said. “The role of journalists serving the West, who understand what this particular battle is about, will be to inform their audiences accordingly.”
Hirsi Ali said journalists must acknowledge the discrepancies between tenets of Islam and foundational beliefs of the West before they can accurately report on Islamic-related events.
Although Hirsi Ali praised journalists’ work since the Sept. 11th attacks, she said reluctance to defend Western values against Islamic threats surprises her.
“Why are Westerners so insecure about everything that is so wonderful about the West: political freedom, free press, freedom of expression, equal rights for women and men and gays and heterosexuals, critical thinking, and the great strength of scrutinizing ideas - and especially faith?” Hirsi Ali asked.
She said Western journalists appeared hesitant to defend free speech - “the very right from which they earn their bread.””

Warden Message: Official Americans’ Travel Restricted April 21-22
U.S. Embassy Abuja issued the following Warden Message on June 20:
REPORT SNIPPET: “This Warden message is being issued to advise American citizens that Nigerian labor leaders have called for nationwide strikes beginning today, Wednesday, June 20, 2007, to protest the recent increase in the price of petroleum products, taxes, and other related issues.
Strike actions have already taken place in Nigeria, public transportation has been disrupted, and many domestic airline flights have been delayed and cancelled. We have received reports of roads being blocked in and around Abuja as well as in other areas. Demonstrations have occurred in the vicinity of government offices in Abuja, and major transportation routes, and police have responded by clearing the blocked roadways. The duration and scope of these labor strikes are uncertain and have the potential to turn violent; therefore American citizens are urged to avoid areas of demonstrations if possible and to exercise extreme caution if within the vicinity of any demonstrations. The police are staffing checkpoints at strategic locations around the Lagos metropolitan area. Nonetheless, travelers should restrict their intra-city movements to essential travel only as the security environment could deteriorate rapidly and without prior notice.
In response to these events, effective immediately, the U.S. Mission in Nigeria has placed the following restrictions on all official personnel serving in Nigeria as follows: (1) no discretionary travel by road outside of the city limits of Abuja and Lagos, and (2) no discretionary domestic travel by air. This restriction will be in place until such time as the current situation improves and the Mission rescinds the restrictions.
Deliveries of gasoline have be delayed or suspended. Due to the likelihood of fuel shortages continuing for an indeterminate period, American citizens should conserve fuel and avoid unnecessary travel, and ensure that sufficient food supplies are available. Transportation may be severely affected, and additional police checkpoints are likely to appear on many roads. The U.S. Mission in Nigeria advises all American citizens to exercise caution, avoid demonstrations and large crowds, and carefully assess local conditions and act accordingly. The United States Embassy in Abuja and the U.S. Consulate General in Lagos expect to remain open during this period of labor strikes; however, as conditions dictate, services may be limited or suspended. Any American citizen having consular business that cannot be postponed should contact the respective Consular Sections before coming to either the Embassy or Consulate General.
We have recommended that our staff evaluate their current personal contingency/emergency planning and at a minimum take the following precautions:
1) Fully fuel and inspect motor vehicles to ensure they are properly functioning;
2) Stock up on food and water so that you have sufficient stores to last several days;
3) Check locks and doors and remain in positive control over all keys to entry ways, doors, and locks;
4) Ensure mobile phones are fully charged; and
5) Have on hand a basic first aid kit.
We continue to advise all Americans to review their security procedures, remain vigilant to their surroundings, and report specific incidences of targeted violence to the U.S. Embassy in Abuja or the U. S. Consulate General in Lagos at the numbers below.”
