Bush is totally out to lunch on this issue, and it jeopardizes his other accomplishes as well.
If they don't want to apply for a green card or eventual citizenship, they don't have to pay a fine nor do they have to go home. The Z visa can be renewed indefinitely. And there will be no waiting in line in their home country. It is a quick turnaround [touchback] just to apply for the green card/immigrant visa. They [heads of households] are assured a return no matter what happens to their application, which is processed behind those already in the queque.

All illegals are given immediately a probationary visa. Six months after the bill is signed, the illegals can apply for their Z visas. They have a year to apply but the Secretary for Homeland Security can add an additional year so someone will probably have a two and one-half year window to get their Z visa. I can envisage a stampede of people trying to get into the US during this window.
