I can understand a lot of that but Bush is not running for reelection. This means he must be taking orders from somewhere else. Is that your point?
No, I think Bush honestly believes he is securing a good portion of the Hispanic vote for the future of the Republican Party.
Bush thinks that if a Democrat wins the White House in 2008 and works with a Democrat Congress to pass such a bill, that Hispanics will ally with the Dems like Blacks do now.
I think that is his motivation.
