Once again, who decides? Why wont you answer the question? What?! I did answer and you don't get it. Those are standards that all officers are expected to know and adhere to. Probable Cause is in the Constitution and these standards have evolved through case law and Supreme Court rulings. Try reading the link.

OK, but the officer disagrees with you and using his judgment decides that the Sgt. presents a danger to himself and others. Who decides that the officer is wrong?
