You're still missing the point that the severity of the punishment far outweighed the transgression. As I said before, it is troubling that so many here on FR believe that if a person doesn't lick boot then he deserves whatever punishment the cop gives them.
From the story, I gather that England misunderstood the rules regarding drinks and tried to talk to supervisors. He didn't cower, but I didn't read about any laws that he violated either.
