The upper 10 % pay the majority of the taxes in this country. For instance, the top 1% pays 36.89% of the taxes. Here is the rest for you

I believe that is the problem, the lower 75% have between nothing to nearly nothing invested in the country.
Personally, I think a flat tax on all income would be the fairest. That way, those who make the least up to those who make the most, have the same investment.
Income would have to be defined as any revenue you currently have that you did not have previously.
One possible exception would be inheritance - family assets that have already been taxed.
As one of the previous posters pointed out, there is no business tax. Businesses simply collect tax.
