He first stopped her at the ebtrance of the hospital parking lot. Good chance she's telling the truth.
In any case how hard is it going to be to first find if her father has been admitted, or has collapsed in the parking lot? And then charge her.

I can't tell where she was stopped, makes no difference. She had no idea where her father was, how will speeding to the hospital entrance help?
