I was hoping someone would tell me who mentioned mandatory spending. That's exactly the problems Arnold had in CA when he first came to office. He gave up after being slandered by the media and unions with over $100 million attack campaign.
Mandatory spending is a great evil in gov't. Because of it, spending will always go up.
