Concealed carry is NOT a cure-all for the problems of a beserker gunman who no longer feels compelled to abide by the rules. But conceal carry does have the not-so-subtle message that retaliation is a very real response to bad behavior with load weapons.
Maybe, with the concealed carry law in effect, the carnage will be either prevented altogether, as the assailant weighs his chances of making a serious impression before he is taken down, or a little street justice gets meted out right away.

They figure the odds of getting away with their plan, and then talk themselves into doing it. Not exactly rational but not just wild impulse either.
