I have thought for some time that some of the WMD was hidden (buried) .. for the reason you state. Whoever would have taken it could have used it against Saddam, or sold it to any one of Saddam’s enemies.
I got that clue from a couple of pictures I have saved of a couple of jets which Saddam burried.

I did send two of our intelligence agencies the documents where the Chemical burial sites were mentioned, showing the names of three towns and one district in the Anbar province (The Western Desert). I sent it to them last September but I did not even get an acknowledgment from them that they received it or that they are going to look at it.
