When did he say it? AFTER it was passed and AFTER Bush signed it and AFTER he decided to run for the Republican nomination. The key indicator of his position was that he SUPPORTED Bill Clinton's veto of an almost identical PBA ban and he's has always opposed banning PBA.
Further, there is NEVER any reason for a Partial Birth Abortion to save the life of the mother, which is the point that he is trying to make now. The PBA ban that Clinton vetoed - and Giuliani supported that veto - also included an exclusion for the life of the mother.
Giuliani has NO defense on this issue. Give it up.
He said it before Bush signed it. There appears to be NO valid reason for a PBA from my point of view. I am not claiming Rudy has not been Pro-choice.
