Why would he form an exploratory committee if he is already planning to declare in May? It would have so little time to gear up before becoming defunct.

I dunno. Why would I lay out the clothes I'll wear tomorrow when I'm not going to wear them to bed tonight?

To me, it's an indication he won't declare in May. I certainly could be wrong, but if that's his intention, he should declare an exploratory committee yesterday.

You don’t have to have an exploratory committee. An exploratory committee is to see if there is interest. He already knows people are interested.
