The man has acknowledged it was a mistake. He saw a problem that frequently leads to corruption. He worked with others to help formulate a solution. That solution failed, he admits that.
Lead, follow, or get the hell out of the way.
Oh, your free speech rights were violated? Right, and your butt sucks buttermilk, too.
Limited, maybe, violated, not. It was a MISTAKE. Even well intentioned people make mistakes.
