Indeed he was, William French Smith I believe was Reagan's first attorney general, and Edwin Meese was his successor, who Giuliani called a 'sleaze'.
But you are right on the mark, Reagan did not personally select Giuliani, he had Rudy over for the photo op, and that was pretty much it.

Giuliani was the U.S. Attorney for the Southern District of New York. That is a presidentially appointed position which requires approval by the Senate. The presidential nomination for Giuliani's successor is available online
here. (1983 Presidential Nominations are not in the Thomas database).
