It means that he wants to appeal to Americans who favor a strong national defense, despite the fact that he has little to no experience in military affairs (contrasted for example, with Congressman Duncan Hunter with 26 years of experience on the House Armed Services Committee *plus* Army Ranger combat experience in Vietnam.)
As for what was meant by 'foreign policy conservative', your guess is as good as mine.
