When Keyes first came out with that asinine proposal my first thought was every American, regardless of race, who had family who fought in the Civil War, should send Keyes a bill for services rendered. Two of my great-grandfathers fought all the way through the war, four years each. I certainly don't think I need to send him a bill for making an academic argument that will never be implemented in law.
