Why is NBC saying ‘timestamped’ instead of ‘postmarked’?

There is also a USPS timestamp on the envelope from when it was processed.

"Why is NBC saying ‘timestamped’ instead of ‘postmarked’?"

That may indicate and email...they don't get postmarked.

If he printed the post electronically (like through payapl or stamps.com), many times the postage will have the date and, IIRC, time stamped on the postage.

Or the videotape may have the timestamp on it or CD may have had a time code showing when it was burned. I don’t think there’s a deep conspiracy here, just that NBC has some knowledge that shows when Cho sent it out.
