This is not inconsistent. It's possible to be opposed to a law without believing it's unconstitutional.

See post 87 for an extensive list of Ruidy's pronouncements about PBA. For him to back this ban is as much a flip-flop as John Kerry's "I voted for the $87 billion before i voted against it."

Point taken. I am not a big Rudy fan myself. I still believe that one statement was consistent , but obviously he has made more than one statement and you seem to have looked at his history more closely than I have. I defer to your expertise.
