That is precisely what the CONSULAR SECTION of US EMBASSIES, around the world, are to do and do do. They do background checks, interviews, take reams of documents and affidavits, generally ask green card applications to provide fingerprint cards and POLICE records.

This is how the US Embassies are supposed to work overseas. This the screening process for anyone who LEGALLY wants to come to the USA, such as a student, someone requiring a permanent residence visa.

qualifying for a visa to come here is one thing, extending that privilege into a right to buy a gun, is something else totally.
