If PRC national, as has been reported, one hopes there would be an immediate administrative declaration to save and protect any all documents, application forms, interview sheets, e mails, any thing at ALL that had to do with the US Government decision-making process to let such a person into the United States.

If an American went over there and did this on the campus of Tsinghua University or some other place in the PRC, you can bet there would be some heads that rolled in the Japanese Foreign Ministry and/or other agencies involved in the bureaucratic process of approving him for residence in the PRC.
