That’s right. It would also mean that even if the creep was unrecognizable from the neck up, the authorities would have known his id from those fingerprints.

Student visa, or any other type of visa, all foreigners get fingerprinted when they apply for visa and, for second time, when they enter US. If he's a foreigner and didn't walk over Mexico-US border, they must have his fingerprints.
