I’ve worked in large office complexes where a single smoke detector going off, sends 5000 people out of the building within minutes.
For getting people out, yeah, you can do that. Now what happens to the thousands of students coming onto campus? They end up milling around, and now you’ve got, eh, say 15-20 thousand students and faculty and staff standing outside. If you’re worried about random shooting, or even (God forbid) a real terrorist attack, that’s a much BETTER target than if they were “locked” inside buildings.
