According to the driver “this accident [which] unfolded as the other two vehicles passed him”. The statement seems to contradict that he pulled out in front.

The whole thing seems weird, right down to a mentally challenged driver!
I suspect that the governor wasn’t wearing his seatbelt, and that his car was speeding and I think they fear these things would come out in a suit, so they aren’t pressing. jmo
