This happens to me quite often on the NJ Turnpike where an unmarked state police vehicle comes up behind you at a very high rate of speed and either turns their red lights on or hits you with the spotlight (which can be really confusing) to get you out of their way. Often you dont see them coming because either they are going extremely fast and seemingly come out of nowhere or the car behind you just swerved out of their way and now they are behind you. Typically they are not in persuit of anyone, just trying to get somewhere fast. Anything goes on NJ highways, its like Death Race 2000.
