How about:

“Weiner is vile.” Where the “is” connotes permanence, as opposed to the “vile” merely modifying “Weiner.”

To use an anology from Spanish, it’s like the verb “es” vs. “esta” in Spanish).

Wiener esta malo.

Wiener es malo -— as in he is the original vile, the epitome of disgust, the first evil.
