Besides, only the third guy looks like a "hobo". The other 2 look kinda preppy.

Look closely at the first guy. He is so confident. He is wearing an Izod/polo type shirt, WITH THE COLLAR TURNED UP. These shirts weren't common in the USA in 1963, but they were in France. And the turned up collar, too.
That guy is definitely not a tramp. And likely not an American.
The second guy is Frank Sturgis, and the third is Howard Hunt.
