its a technical obstacle. firefighters want a short reach band so they can talk locally "on the scene" at a fire, they want a long range band so they can communicate with stations, headquarters, and trucks in motion. the police want the same setup, separate from the firemen. and then they want bands where they can talk between the services (police and fire). and then they want all of this stuff - to be able to work inside skyscrapers in manhattan.
that's the problem.
And a leader overcomes the obstacles to get a key system upgraded. You're making excuses for Rudy. Real leaders don't need excuses made for them - they either get it done or take the blame for failure.
