You are both either obtuse or disingenuous: "A fine choice" is not a ringing endorsement in political-speak. It is actually damning with faint praise.

Then he dammed John Roberts in the same statement when he compared them both as fine examples if judiciary choices.

Here's Giuliani on Roberts:

He's a remarkable candidate. I mean, there is nothing in his background that doesn't say "superb qualifications for the Supreme Court." His education, his academic performance, the extraordinary fact that he's argued 39 times before the Supreme Court.

The comparisons to Ginsburg were made during a time when Rudy was stumping for Roberts and attempting to show the Democrats' double standard on SCOTUS nominees. He was working within the political arena for President Bush's nominee. Capiche?
