I don't know if its "immoral" but its definitely deviant behavior. Such people should seek medical help.
The fact is...it doesn't matter!
The only thing government should be concerned about is if any action violates the rights of another. Two guys doing the unthinkable in their own house makes me sick to my stomach but it doesn't violate my rights so I have no right to violate (or advocate violating) theirs.
