They're going to issue subpoenas and will refuse them. The House of something can hold the administration in contempt which happened to Janet Reno. Clinton ended up turing over documents. THen it goes to the floor of the House and they can vote to hold them in contempt and can take possession of the person (it's never happened). It's in the WH's interest to diffuse...
