He can ignore them. Congress has no way to enforce them since they are not the Executive Branch.
He also can IGNORE an eventual ruling by the SCOTUS, if their decision is against him.
They can't ENFORCE their ruling either. IMHO he will cave to the SCOTUS but would LOVE IT if he didn't!!
