How about defining it as "reckless" driving and just allow cops, if they see it, to hand out tickets on that basis? We don't need a new law.

One cop with a paintball gun could "mark" ALL the violators for pickoff beyond the choke point. Let them sit for hours awaiting their turn to be cited.
