Ah. So the states have no say in the matter. They are not allowed to testify in court as to what weapons THEY consider useful to their own state militia. Some "expert" will do that for them. He'll tell all the states what they can or cannot use to defend their state and our country.

That makes sense.

When a state is party to a case, they get to hire their own expert witnesses. When a state is not a party to a case, they have no more say in it than the Man in the Moon. Look up the term "standing" in a legal dictionary sometime.

I hope that is simple enough for you to comprehend, but I'm not holding my breath on that.
