No it wasn't kidnapping - seems more like cold war, and someone is starting to play hardball with the Iranians. The increased presence of the US Navy in the Gulf, the news about guerrilla attacks in southern Iran, economic pressure, high placed officials defecting, agents abducted....
Finally someone seems to have found the old game plans used by Reagan, Weinberg, Casey in the 80s. Think Nicaragua, Afghanistan, Poland...
