I would prohibit anyone with financial connections to the government schools to be on any school board. It is a conflict of interest, and those with financial ( or former financial) interests in the government schools can not be unbiased.

Finally, the solution is for the government schools to collapse! Government schools need two things: Money and students.

Parents should remove their kids, and encourage every parent to do the same. Citizens should organize themselves to elect representatives who will pull the handle on the money toilet, and let government schools flush down the sewer.
