Unless and until the 2nd is imposed on the states, it's a restriction on the federal government.
This may sound basic to you, but the US Constitution is a restriction on the Feds.
If it's not basic, please understand that.
If what you say is true, (and I am not saying it's not) then why does "Congress shall make no law respecting an establishment of religion" apply to states?
