ALGERIA

March 22, 2007

This Travel Warning is being updated to alert Americans to recent terrorist attacks directed against foreigners in Algeria. The threat from terrorism in many areas of the country continues to pose a significant security risk. This supersedes the Travel Warning issued on December 20, 2006.

The Department of State urges U.S. citizens who travel to Algeria to evaluate carefully the risk posed to their personal safety. Sustained small-scale terrorist attacks including bombings, false roadblocks, kidnappings, ambushes, and assassinations occur regularly. Additionally, a bomb attack targeted a bus transporting foreign workers of a U.S. company in the western part of Algiers in December 2006, and in March 2007, terrorists carried out a bomb attack against a bus transporting Russian and Ukrainian workers near Ain Defla.

The Department of State recommends that U.S. citizens avoid overland travel in the mountainous northern part of the country, and particularly in the area stretching from Algiers east to the Tunisian border.

The U.S. Government considers the potential threat to U.S. Embassy personnel assigned to Algiers sufficiently serious to require them to live and work under strict security restrictions. These practices limit, and may occasionally prevent, the movement of U.S. Embassy officials in certain areas of the country. The Government of Algeria requires U.S. Embassy personnel traveling outside the province of Algiers or to the Casbah within Algiers to seek permission and to have a security escort. Travel to the military zone established around the Hassi Messaoud oil center requires Government of Algeria authorization. U.S. Government personnel are permitted by the Embassy to move freely in many areas in the center of Algiers, but are required to maintain prudent security practices. Travel by personnel to areas of the city outside this zone requires prior coordination with the Embassy’s Regional Security Office. American visitors are encouraged to contact the Embassy’s Consular Section for the most recent safety and security information concerning travel in the city of Algiers.

The Department of State cautions Americans who reside or travel in Algeria to take prudent security measures while in the country, including making provisions for reliable and experienced logistical support. This support should include being met upon arrival and accompanied for the duration of the visit. Visitors should ensure that tour operators and host organizations perform all notifications and coordination with Algerian police and security officials during their stay. Visitors to Algeria are advised to stay only in hotels where adequate security is provided. All visitors to Algeria should remain alert and adhere to prudent security practices such as avoiding predicable travel patterns and maintaining a low profile.

American citizens in or traveling to Algeria also are urged to register and to obtain updated information on travel and security in Algeria at the Consular Section of the U.S. Embassy in Algiers or on our travel registration website at https://travelregistration.state.gov/ibrs/. This Public Announcement is being issued to alert American citizens about the World Cross-Country Championship taking place in Mombasa, Kenya, on March 24, 2007. Americans planning travel to Mombasa for this event are strongly advised to take appropriate measures to ensure their personal safety and property.

The U.S. Government continues to be concerned about the heightened threat of terrorist attacks against U.S. citizens and interests abroad. We can not discount the possibility that any large-scale public events, such as the World Cross-Country Championship, could become the focus of terrorist acts or other forms of violence, or public demonstrations. U.S. citizens planning to attend or participate in this event are, therefore, advised to use caution and stay alert to their surroundings at all times. American citizens should avoid demonstrations, and are reminded that even demonstrations intended to be peaceful can turn confrontational and quickly escalate into violence.

Americans are also advised to be alert to their personal property, especially in crowded areas where pick-pocketing is a possibility.

For the latest security information, Americans traveling to Kenya should regularly monitor the Department's Internet web site where the current Worldwide Caution Public Announcement, East Africa Public Announcement, and Kenya Travel Warning can be found. Up-to-date information on safety and security can also be obtained by calling 1-888-407-4747 toll free in the U.S. and Canada, or for callers outside the U.S. and Canada, a regular toll-line at 1-202-501-4444. U.S. citizens traveling to Kenya are required to have a valid passport and visa. Visas should be obtained in advance, although airport visas are available. Travelers who opt to obtain an airport visa should expect delays upon arrival. There is a fee for the visa, whether obtained in advance or at the airport. Evidence of yellow fever immunization may be requested. Travelers may obtain the latest information on visas as well as any additional details regarding entry requirements from the Embassy of Kenya, 2249 R Street, N.W., Washington, DC 20008, telephone (202) 387-6101, or the Kenyan Consulates General in Los Angeles and New York City. Persons outside the United States should contact the nearest Kenyan embassy or consulate. U.S. citizens are also advised that the higher than normal tourist volume in Kenya during this period may increase by several days the replacement time for lost or stolen passports. Crystal Brown hopes that her nightmares will stop now that St. Paul police have arrested the man they believe decapitated her therapy dog and left its head in a gift box on her doorstep. On Thursday, police recovered evidence that connects the man to the crime, Sgt. Jim Gray said. "He admitted to being there [when the dog was beheaded]," Gray said.

The suspect, 24, was jailed Thursday on suspicion of making terroristic threats. The Star Tribune isn't using his name because he hasn't yet been charged; that may happen as early as today and could include animal cruelty charges as well.

"I think I can sleep a lot better now," Crystal, 17, said Thursday night. "It will make me feel way safer. Now we can walk around the whole block."

Rat poison found in tainted pet food

"ALBANY, N.Y. - Tests turned up rat poison in the pet food suspected of causing kidney failure in dogs and cats across the country and killing at least 16, state officials and scientists announced Friday.

The toxin was identified as aminopterin, which is used to kill rats in some countries, state Agriculture Commissioner Patrick Hooker said. Aminopterin is not registered for killing rodents in the United States, though it is used as a cancer drug, according to the
Environmental Protection Agency.

State officials did not say how they believe Aminopterin got into the now-recalled pet food, though they said no criminal investigations had been launched.

The
Food and Drug Administration has said the investigation was focusing on wheat gluten in the pet food. Wheat gluten itself would not cause kidney failure, but the common ingredient could have been contaminated, the FDA said.

The pet deaths led to a recall of 60 million cans and pouches of pet food produced by Menu Foods and sold throughout North America under 95 brand names. There have been several reports of kidney failure in pets that ate the recalled brands, and the company has confirmed the deaths of 15 cats and one dog.

Menu Foods last week recalled "cuts and gravy" style dog and cat food. The recall sparked concern among pet owners across North America. It includes food sold under store brands carried by Wal-Mart, Kroger, Safeway and other large retailers, as well as private labels such as Iams, Nutro and Eukanuba.

Menu Foods is majority owned by Menu Foods Income Fund of Streetsville. The company also makes foods for zoo cats, but those products are unaffected by the recall.

The company's chief executive and president said Menu Foods delayed announcing the recall until it could confirm that the animals had eaten its product before dying. Two earlier complaints from consumers whose cats had died involved animals that lived outside or had access to a garage, which left open the possibility they had been poisoned by something other than contaminated food, he said.

Menu Foods planned a media teleconference for later Friday, a spokesman said.

A spokesman for New York Attorney General Andrew Cuomo said he was not aware of any criminal investigation involving the tainted food.
FBI spokesman Paul Holstein in Albany said Friday he was not aware of any FBI involvement in the case.

"I don't know where we'll go from here," he said.

Aminopterin, also used as a cancer drug, is highly toxic in high doses. It inhibits the growth of malignant cells and suppresses the immune system.

Iran seizes 15 sailors, marines

"DUBAI, United Arab Emirates - Iranian naval vessels on Friday seized 15 British sailors and marines who had boarded a merchant ship in Iraqi waters of the Persian Gulf, British and U.S. officials said. Britain immediately protested the detentions, which come at a time of high tension between the West and
Iran.

In London, the British government summoned the Iranian ambassador to the Foreign Office: "He was left in no doubt that we want them back," Britain's Foreign Secretary Margaret Beckett said after the meeting.

The
U.S. Navy, which operates off the Iraqi coast along with British forces, said the British sailors appeared unharmed and that Iran's Revolutionary Guard naval forces were responsible.

Britain's Defense Ministry said the British Navy personnel were "engaged in routine boarding operations of merchant shipping in Iraqi territorial waters," and had completed a ship inspection when they were accosted by the Iranian vessels. The British sailors were assigned to a task force which protects Iraqi oil terminals and maintains security in Iraqi waters under authority of the
U.N. Security Council.

This may sound like a strange question but I am serious. Could the dog food contamination be an act of terrorism?

Could be a dry run. Imagine if they contaminated Campbell's soup or McDonald's ketchup.
