He hates it because President Bush took one of the Democrats issues and co-opted it into his own agenda. Ted Kennedy basically hung himself by breaking ranks with the Democrats and allowing the President to take one of the Democrat issues away from the Democrat party and co-opt and brand it into a conservative Republican issue.

No Child Left Behind is by no means perfect - however teachers unions hate it as school performance is actually measure it. We went through the same pain here in Britain with "league tables" and the National Union of Teachers (yes, "NUT") still want them abolished.
It's the thin edge of the wedge for them - establishing some schools are good and others bad, is the beginning of being able to hire, fire and pay teachers on the basis of their actual performance, rather than being members of a protected profession. Socialists - in both America and Britain - hate this.

You want me to think that you don't want me to go down there, but the subtle truth is you really *don't* want me to go down there!

Good job at changing the subject. So, how is it that Giuliani supports federal intrusion via NCLB at state and local levels but somehow his liberal views on gay marriage, partial birth abortion, second amendment, etc. arent actually liberal but are allegedly about preventing federal involvement at state and local levels?
