EXTENSION OF REMARKS OF HON. A. S. HERLONG, JR. OF FLORIDA

IN THE HOUSE OF REPRESENTATIVES

Thursday, January 10, 1963

Mr. HERLONG. Mr. Speaker, Mrs. Patricia Nordman of De Land, Fla., is an
ardent and articulate opponent of communism, and until recently
published
the De Land Courier, which she dedicated to the purpose of alerting the
public to the dangers of communism in America.

At Mrs. Nordman's request, I include in the RECORD, under unanimous
consent,
the following "Current Communist Goals," which she identifies as an
excerpt
from "The Naked Communist," by Cleon Skousen:

CURRENT COMMUNIST GOALS

1. U.S. acceptance of coexistence as the only alternative to atomic
war.

2. U.S. willingness to capitulate in preference to engaging in atomic
war.

3. Develop the illusion that total disarmament [by] the United States
would
be a demonstration of moral strength.

4. Permit free trade between all nations regardless of Communist
affiliation
and regardless of whether or not items could be used for war.

5. Extension of long-term loans to Russia and Soviet satellites.

6. Provide American aid to all nations regardless of Communist
domination.

7. Grant recognition of Red China. Admission of Red China to the U.N.

8. Set up East and West Germany as separate states in spite of
Khrushchev's
promise in 1955 to settle the German question by free elections under
supervision of the U.N.

9. Prolong the conferences to ban atomic tests because the United
States has
agreed to suspend tests as long as negotiations are in progress.

10. Allow all Soviet satellites individual representation in the U.N.

11. Promote the U.N. as the only hope for mankind. If its charter is
rewritten, demand that it be set up as a one-world government with its
own
independent armed forces. (Some Communist leaders believe the world can
be
taken over as easily by the U.N. as by Moscow. Sometimes these two
centers
compete with each other as they are now doing in the Congo.)

12. Resist any attempt to outlaw the Communist Party.

13. Do away with all loyalty oaths.

14. Continue giving Russia access to the U.S. Patent Office.

15. Capture one or both of the political parties in the United States.

16. Use technical decisions of the courts to weaken basic American
institutions by claiming their activities violate civil rights.

17. Get control of the schools. Use them as transmission belts for
socialism
and current Communist propaganda. Soften the curriculum. Get control of
teachers' associations. Put the party line in textbooks.

18. Gain control of all student newspapers.

19. Use student riots to foment public protests against programs or
organizations which are under Communist attack.

20. Infiltrate the press. Get control of book-review assignments,
editorial
writing, policymaking positions.

21. Gain control of key positions in radio, TV, and motion pictures.

22. Continue discrediting American culture by degrading all forms of
artistic expression. An American Communist cell was told to "eliminate
all
good sculpture from parks and buildings, substitute shapeless, awkward
and
meaningless forms."

23. Control art critics and directors of art museums. "Our plan is to
promote ugliness, repulsive, meaningless art."

24. Eliminate all laws governing obscenity by calling them "censorship"
and
a violation of free speech and free press.

25. Break down cultural standards of morality by promoting pornography
and
obscenity in books, magazines, motion pictures, radio, and TV.

26. Present homosexuality, degeneracy and promiscuity as "normal,
natural,
healthy."

27. Infiltrate the churches and replace revealed religion with "social"
religion. Discredit the Bible and emphasize the need for intellectual
maturity which does not need a "religious crutch."

28. Eliminate prayer or any phase of religious expression in the
schools on
the ground that it violates the principle of "separation of church and
state."

29. Discredit the American Constitution by calling it inadequate,
old-fashioned, out of step with modern needs, a hindrance to
cooperation
between nations on a worldwide basis.

30. Discredit the American Founding Fathers. Present them as selfish
aristocrats who had no concern for the "common man."

31. Belittle all forms of American culture and discourage the teaching
of
American history on the ground that it was only a minor part of the
"big
picture." Give more emphasis to Russian history since the Communists
took
over.

32. Support any socialist movement to give centralized control over any
part
of the culture--education, social agencies, welfare programs, mental
health
clinics, etc.

33. Eliminate all laws or procedures which interfere with the operation
of
the Communist apparatus.

34. Eliminate the House Committee on Un-American Activities.

35. Discredit and eventually dismantle the FBI.

36. Infiltrate and gain control of more unions.

37. Infiltrate and gain control of big business.

38. Transfer some of the powers of arrest from the police to social
agencies. Treat all behavioral problems as psychiatric disorders which
no
one but psychiatrists can understand [or treat].

39. Dominate the psychiatric profession and use mental health laws as a
means of gaining coercive control over those who oppose Communist
goals.

40. Discredit the family as an institution. Encourage promiscuity and
easy
divorce.

41. Emphasize the need to raise children away from the negative
influence of
parents. Attribute prejudices, mental blocks and retarding of children
to
suppressive influence of parents.

42. Create the impression that violence and insurrection are legitimate
aspects of the American tradition; that students and special-interest
groups
should rise up and use ["]united force["] to solve economic, political
or
social problems.

43. Overthrow all colonial governments before native populations are
ready
for self-government.

44. Internationalize the Panama Canal.

45. Repeal the Connally reservation so the United States cannot prevent
the
World Court from seizing jurisdiction [over domestic problems. Give the
World Court jurisdiction] over nations and individuals alike.

This post has so many truths in it, that it needs to be thought about.

Of couse the fact that I am 3/4 Cherokee, might have made me read it in a different frame of mind, than others will.

As an Indian - a direct descendant of the Comanche warrior Bad Eagle,
1839-1906
- I've always been fascinated with foreigners. I've admired their great
courage
and determination. They made a perilous journey from their homeland. They
learned a new language, and new ways, all in a new land. They brought the
world
to me.

("Indian"? Naturally, most tribes prefer their own name. But that's in their
own language, and no one but themselves would know of whom they speak. There
is
no collective name for "Indians" in any tribal language. The modern term
"Native American," created in the 1970s by leftists, is ambiguous. Most
Indian
people don't use it - only what I call the "university tribe,"
college-educated
Indians led by white radical professors; and the would-be politically
correct
media. The name we first held, in the white man's eyes, was "Indian." That's
what we have been since Columbus. That's what our most famous warriors were
called. Believe me, Indians prefer the name "Indian." It is historically
specific, whatever its origin. The name holds the emotional, psychological
associations of the warrior. The Left, of course, wants to remove that. Hey,
call me savage!)

Playing host to strangers has always been an Indian tradition-as the
Pilgrims
so famously learned. However, some might say that we Indians were too
hospitable for our own good.

America today is making the same mistake we Indians made nearly four
centuries
ago. America is letting in too many foreigners. And we Indians could end up
losing this country all over again. It may come as a surprise to many white
people who have been brainwashed by the media to see Indians as the ultimate
liberals, but there are few groups in America today who take a dimmer view
of
mass immigration than the American Indian.

According to ProjectUSA.org, the U.S. population will double within the
lifetimes of our children, as a direct result of the massive, uncontrolled
influx of foreigners who began flooding our land after passage of the 1965
Immigration Act.

All Americans will suffer. But Indians will suffer most of all.

I'm not talking about competition for jobs, land, housing, energy, water and
other finite resources-though these are all important. I'm talking about
something deeper. The demographic destruction of Anglo-America will bring
the
final catastrophe on our people.

What catastrophe? The catastrophe of waking up one day and realizing that
white
people no longer control this country.

Now why should an Indian care about that? After all, white people are
supposedly our enemies.

Well, yes, they were. But, as warriors, we found them to be worthy and
formidable adversaries. Defeat is bitter. But when you respect your
conqueror,
it is a lot easier to swallow.

If Anglo-America turns this land over to blacks, Mexicans, Asians, Middle
Easterners and other foreign peoples, for the Indian, it will be like losing
this country for the second time. We have had generations to reconcile
ourselves to white America. But we do not know these new people who are
coming.
We fought no battles with them, made no treaties with them, and have no
reason
to accord them any special respect.

If things keep going the way they are, we Indians could find ourselves
bowing
down to foreign peoples who never defeated our forefathers in battle-and who
certainly never could!

We Indians-especially the more warlike tribes such as my people the
Comanches-recognize a kindred spirit in the White Anglo-Saxon Protestant. He
is
like us in more ways than he knows.

The Comanches were one of the most intolerant of all Indian peoples. We had
no
use for anyone else, white, Mexican or Indian. When we came thundering down
on
the southwest plains, we took the land we wanted and ran everyone else off.
We
created the life we wanted, at the expense of other people.

The white man did the same. Only he did it on a grander scale.

In the old days, Comanches were known to honor strength in other people.
Comanche warriors even adopted white captive boys, if they happened to show
courage and fight.

In many ways, Indians see the white man as a kind of adopted son-naive,
reckless and destructive, at times-but nevertheless cut from the same
warrior
cloth as we were.

We do not see blacks, Mexicans, Asians, Arabs and others in this light.
These
peoples may have their own virtues and traditions, but they have no history
with us. They are strangers.

If they want to rule us, they must conquer us the way the white man did-on
the
battlefield, by force of arms. That is the only honorable way for a warrior.

The white man seems to have lost his spirit, and we Indians see it. We see
that
he is giving this country away to others. And this fills our hearts with
fear.
For we are part of the land he is giving away. He is turning us over to
strangers the way medieval barons turned over their serfs when they sold
their
land.

But we are not serfs. We are warriors. And we will not be ruled by people
who
have never fought us.

The white man must regain his warrior soul and take back his land.

In that fight, I will stand by his side and offer whatever strength I have
to
ensure his victory. Ha tu vi chat! *

Ward Churchill wants everyone to think that Indians hate America. The truth is Indians love America, more than most people here. Today there are nearly 200,000 living American Indian veterans. That’s nearly one out of eight Indians. Churchill’s fake Indian voice, though loud, is way off-key. Real Indians honor America, and are quick to honor their warriors.

The percentage of Indians in the American military is proportionately higher than that of any other group, and Indians have been fighting for America since the war of 1812. Indians have served in all the major American wars, often without acknowledgement because they weren’t American citizens until 1924, when Congress declared them so. Cow forces Alaska pilot to choose interstate for landing spot

KETCHIKAN, Alaska -- Jerry Scudero didn't intend to land the 1952 DeHavilland Beaver on Interstate 84 near the Oregon-Idaho border.

A cow changed plans for the Ketchikan pilot, however.

Poor weather in the mountains over eastern Oregon forced Scudero to land the wheel-equipped float plane Sunday on the highway, about 15 miles east of Baker City.

Scudero told the Ketchikan Daily News that he intended to land on a less-traveled haul road near the highway.

"We were going to land on it and wait," he said. But as he began to land, he spotted a cow on the road.

"Next thing I knew, we were landing on the freeway."

Neither he nor his passenger, Jerry Foresyth, of Saanichton, British Columbia, were injured.

Oregon State Senior Trooper Robert Hereau was stopped at a non-injury accident scene in the eastbound lane of the road when he heard a loud noise, according to trooper spokesman, Sgt. Darin Helman.

He looked in his rear view mirror and saw the float plane taxiing toward him, Helman said.

The plane with 48-foot wingspan continued past the patrol car until it found a wide area on the side of the freeway to pull off.

Scudero said he had taxied for about two miles from where he landed before passing the squad car, according to Helman.

They had been flying in a valley for about three hours, waiting for the weather to clear, but eventually had to land to save fuel, Scudero said.

The landing caused quite a stir.

"There were a lot of people taking pictures and wanting to know what was going on," he said.

The Oregon Department of Transportation and employees of a local tow company helped push the float plane into the eastbound lane again when weather improved, Helman said.

"Troopers, along with Department of Transportation, closed a section of highway and allowed (the plane) to take off," he said.

"From the moment we landed until we took off again, everyone was real cordial and helpful," Scudero said.

An airplane landing on a highway is unusual but not unheard of, Helman said.

Hereau said it was the third such incident he'd witnessed in his career, Helman said, but it was his first float plane.

Scudero said the flight started in eastern Idaho on Friday. He flew as far as Boise that day, he said. Weather prevented any flying on Saturday.

After taking off from the highway, Scudero said, he flew to a small airport in Idaho. On Monday, he delivered the airplane to Seattle before returning to Ketchikan on a commercial airline.

Dow drops 416 on global market plunge

NEW YORK -- Stocks had their worst day of trading since the Sept. 11, 2001, terrorist attacks Tuesday, briefly hurtling the Dow Jones industrials down more than 500 points on a worldwide tide of concern that the U.S. and Chinese economies are stumbling and that share prices have become overinflated.

The steepness of the market's drop, as well as its global breadth, signaled a possible correction after a long period of stable and steadily rising stock markets, which had not been shaken by such a volatile day of trading in several years.

A 9 percent slide in Chinese stocks, which came a day after investors sent Shanghai's benchmark index to a record high close, set the tone for U.S. trading. The Dow began the day falling sharply, and the decline accelerated throughout the course of the session before stocks took a huge plunge in late afternoon as computer-driven sell programs kicked in.

The Dow fell 546.02, or 4.3 percent, to 12,086.06 before recovering some ground in the last hour of trading to close down 416.02, or 3.29 percent, at 12,216.24, according to preliminary calculations. Because the worst of the plunge took place after 2:30 p.m., the New York Stock Exchange's trading limits, designed to halt such precipitous moves, were not activated.

The decline was the Dow's worst since Sept. 17, 2001, the first trading day after the terror attacks, when the blue chips closed down 684.81, or 7.13 percent.

The drop hit every sector of stocks across the market. Riskier issues such as small-cap and technology stocks suffered the biggest declines.

But analysts who have been expecting a pullback after a huge rally that began last October and sent the Dow to a series of record highs, were unfazed by Tuesday's drop.

"This corrective consolidation phase isn't just going to be one day, but we don't believe this is going to be a bear market," said Bob Doll, BlackRock's global chief investment officer of equities.

Some investors also tried to put Tuesday's slide into a longer-term perspective.

"All who invest should feel grateful that we've had a great run for the last 12 to 18 months," said Joel Kleinman, a Washington, D.C. attorney, adding that he has learned to not read too much into any short-term ups and downs. "This is another day in the market."

Still, traders' dwindling confidence was knocked down further by data showing that the economy may be decelerating more than anticipated. A Commerce Department report that orders for durable goods in January dropped by the largest amount in three months exacerbated jitters about the direction of the U.S. economy, just a day after former Federal Reserve Chairman Alan Greenspan said the United States may be headed for a recession.

"It looks more and more like the economy is a slow growth economy," said Michael Strauss, chief economist at Commonfund. "Moderate economic growth is good - an abrupt stop in economic growth scares people."

The market had been expecting the government on Wednesday to revise its estimate of fourth-quarter GDP growth down to an annual rate of about 2.3 percent from an initial forecast of 3.5 percent, and grew increasingly nervous on Tuesday that the figure could come in even lower.

The housing market, which the Street had been hoping had bottomed out, also looked far from recovery after a Standard & Poor's index indicated that single-family home prices across the nation were flat in December. A later report from the National Association of Realtors said existing home sales climbed in January by the largest amount in two years, but the data didn't erase housing-related concerns, as median home prices fell for a sixth straight month.

But a growing feeling that Wall Street, which has had a big run-up since October, was due for a correction also played into Tuesday's decline.

"I think that the market was prepared to pull back. The constellation of issues that were worrying the market came to a head," said Quincy Krosby, chief investment strategist at The Hartford.

Just a week ago, the Dow had reached new closing and trading highs, rising as high as 12,795.92.

The broader Standard & Poor's 500 index was down 50.33, or 3.47 percent, at 1,399.04, and the tech-dominated Nasdaq composite index was off 96.65, or 3.86 percent, at 2,407.87.

A suicide bomber attack on the main U.S. military base in Afghanistan where Vice President Dick Cheney was visiting also rattled the market.

China's stock market plummeted Tuesday from record highs as investors took profits when concerns arose that the Chinese government may try to temper its ballooning economy by raising interest rates again or reducing more of the money available for lending.

"Corrections usually happen because of a catalyst, and this may be it," said Ed Peters, chief investment officer at PanAgora Asset Management. "The move in China was a surprise, and when a major market has a shock it ripples through the rest of the market. With all the trade that goes on with China, there tends to be a knee-jerk reaction with that kind of drop."

The Shanghai Composite Index tumbled 8.8 percent to close at 2,771.79, its biggest decline since it fell 8.9 percent on Feb. 18, 1997. Since Chinese share prices doubled last year as investors poured money into the market after the completion of shareholding reforms, trading in Shanghai has been very volatile.

Hong Kong's benchmark Hang Seng Index dropped 1.8 percent, and Malaysia's Kuala Lumpur Composite Index fell 2.8 percent. Japan's Nikkei stock average fell a more moderate 0.52 percent, but European markets were rattled - Britain's FTSE 100 lost 2.31 percent, Germany's DAX index dropped 2.96 percent, and France's CAC-40 fell 3.02 percent.

Bond prices shot higher as investors bought into the safe-haven Treasury market, pushing the yield on the benchmark 10-year Treasury note down to 4.47 percent, its lowest level so far this year, from 4.63 percent late Monday. The bond buying was sparked primarily by the durable goods orders, which the Commerce Department said fell 7.8 percent, much more than what the market expected.

The durable goods drop raised the chance of the Federal Reserve easing interest rates later in the year - a possibility that makes the bond market an attractive place to be right now.

The hope for slowing inflation could be dashed, though, if energy costs keep rising. Oil prices initially fell Tuesday on worries that Chinese demand could be dampened should its economy slow down, but later rose on escalating tensions in the Middle East. Light, sweet crude for April delivery fell 62 cents a barrel to $60.77 on the New York Mercantile Exchange.

The dollar slipped against other major currencies, while gold also fell.

The Dow has been climbing at a steady rate since last summer, but over the past few trading sessions, stocks have pulled back on the worry that the market is due for a correction. Many analysts have noted that the Dow hasn't seen a 2 percent decline in more than 120 sessions.

Data indicating a slower economy had recently been giving stocks a boost on the hopes that the Fed will lower interest rates, which could reinvigorate consumer spending and the struggling housing market. But the market may fall further before that happens, analysts said.

"If in a week or two, the psychology in the U.S. market turns to the realization that we're in a modest growth economy of 2 to 3 percent growth, that will help temper inflation pressures going forward. If that perception evolves, there's an increase in the likelihood that the Fed will be lowering rates rather than raising rates. Structurally, it's a development that should be good for the equity market, but it might be an event that unfolds after prices are lower," Strauss said.

Declining issues outnumbered advancers by about 7 to 1 on the New York Stock Exchange, where volume came to 2.38 billion shares.

The Russell 2000 index of smaller companies dropped 31.03, or 3.77 percent, at 792.66.

Smugglers raise stakes in fight over border rule

Rival alien and drug smugglers on the U.S.-Mexico border are targeting
each
other in a wave of escalating violence to win control of smuggling
corridors
into the United States, with at least four recent killings tied to
efforts
to kidnap migrants for ransom.
Three of the killings took place Feb. 8 north of Tucson, Ariz., in
what
federal and state law-enforcement authorities have described as one of
the
nation's most popular alien- and drug-smuggling corridors. Another
occurred
Jan. 28, south of Tucson.
Authorities said gang members are kidnapping illegal aliens being
guided
into the United States, demanding ransoms of up to $2,500 a person and
killing the illegals, along with gang rivals, who resist. The
kidnappings
save the gangs the cost of recruiting migrants in Mexico and hiring
guides,
or "coyotes," to bring them across the border.
They also said some gang members are thought to have targeted
"stash
houses" in Phoenix, where illegal aliens are taken to await
transportation
to cities across the country.
Violence on the U.S.-Mexico border has risen dramatically over the
past
three years in what U.S. Immigration and Customs Enforcement (ICE) has
called "an unprecedented surge." ICE has established intelligence and
investigative operations along the border to combat the increased
brutality.

In a recent report, ICE said the border gangs, which collect
hundreds of
millions of dollars annually in illicit profits, are becoming
increasingly
ruthless -- against their victims, rivals and federal, state and local
police.
Much of that violence has targeted U.S. Border Patrol agents, who
have
seen a spike in incidents as the agency continues its efforts to bring
larger areas of the border under operational control. Violence directed
at
agents has included physical and vehicle assaults, and shooting
incidents.
Gunfire has become commonplace along the border, authorities said,
particularly in the alien- and drug-smuggling corridors of southern
Arizona.
They said about 90 percent of the migrants headed north out of Mexico
have
hired a coyote to guide them into the United States.
T.J. Bonner, president of the National Border Patrol Council, which
represents all 11,000 of the agency's non-supervisory agents, said
violence
by gangs battling for control of smuggling routes into the United
States has
increased dramatically, and is now spilling over into some U.S.
communities.

Saudi authorities are investigating suspected illegal arms sales by
members
of the country's national guard to Al Qaeda operatives in the country.
The
weapons were seized in a May 6 raid on an Al Qaeda safe house and
traced to
the national guard. The Saudi interior minister said on Sunday that
officials have identified three of the suicide bombers involved in last
week's attack on three residential compounds in Riyadh, which led to
the
deaths of 34 people. He said they were part of a group of 19 people
wanted
in connection with the May 6 raid. Problems in the Saudi Arabian
National
Guard aren't new, according to officials, past armoury audits have
revealed
that weapons were missing. But there was no crackdown on the illicit
trade
because of bureaucratic inertia, officials said. ''This will focus
their
attention,'' a US official said. A small number of officers in the
national
guard have been involved in illicit gun sales for years, according to
officials, and have sold weapons, including automatic rifles, to anyone
willing to pay a good price. The officials emphasised that the
motivation of
the officers selling the weapons was money and doesn't indicate any Al
Qaeda
penetration of a force meant to protect the government.

Moscow, February 22, Interfax - The deputy head of the Department for External Church Relations of the Moscow Patriarchate Archpriest Vsevolod Chaplin gave positive evaluation to Mufti Nafigullah Ashirov’s public apologies for his harsh criticism of Basic Orthodox Culture, and reaffirmed that the Russian Orthodox Church was unwilling ‘to christianize whoever by force or deception.’

As Interfax reported earlier, Ashirov described the teaching of Basic Orthodox Culture in a Russian school in Cuba as ‘a manifestation of creeping christianization’ and called the Russian Church as ‘a narrow ethnic confession’, accusing it of the ‘shameless lobbying’ of its own interests. He also challenged the parents’ right to choose what subjects their children would study and said that the parents might suddenly decide the schoolchildren should learn Mein Kampf.

Vyacheslav Kirillovich Ivankov

The first significant Eurasian Organized Crime (EOC) investigation in the United States occurred in 1993 with the targeting of Vyacheslav Kirillovich Ivankov, also known as "Yaponchik," or "Yaponets," a Russian "thief-in-law" (vor v zakone), who, according to the Russian Ministry of the Interior (MVD), had been dispatched to the United States to act as the coordinating authority for all EOC activity in the U.S. The investigation determined that Ivankov led an international criminal organization that operated mainly in New York, Toronto, London, Vienna, Budapest and Moscow, but also in numerous other cities in the United States, Canada and Europe.

Ivankov's organization specialized in extorting Russian business interests. The investigation proved that the Russian principals of Summit International in New York City were being extorted by Ivankov's organization. Summit International is an investment advisory firm for Russian emigres in the United States. Ivankov and five of his subordinates were arrested by FBI agents on June 8, 1995. This investigation utilized numerous sensitive investigative techniques.

On July 8, 1996, in federal court in the Eastern District of New York, Ivankov, Sergei Ilgner, and Valeriy Novak were convicted of extortion and conspiracy charges. Also, Vladimir Topko was found guilty of conspiracy charges, and Leonid Abelis and Yakov Volovnik pled guilty and cooperated with prosecutors. Roustam Sadykov fled to Russia where the lack of an extradition treaty with the United States prevents him from being brought back for trial. Sentences imposed by the court ranged from four years to almost twelve years.

This case marks the first time that the FBI and the MVD worked side by side on a criminal investigation. The Royal Canadian Mounted Police also furnished information critical to the investigation. Ivankov was the first head of an international EOC group to be brought to trial and convicted in the United States. This case was also significant in that it prevented Ivankov's organization from establishing a solid presence in the United States.

FLORIDA MAN CONVICTED FOR CHILD EXPLOITATION

WASHINGTON. – Raymond George Bohning, 59, of Hollywood, Fla., entered a guilty plea in U.S. District Court in Ft. Lauderdale, Fla., for preying on children, Assistant Attorney General Alice S. Fisher of the Criminal Division, U.S. Attorney R. Alexander Acosta for the Southern District of Florida, and FBI Special Agent in Charge, Jonathan I. Solomon, announced today.

At a hearing held today before Senior District Judge Jose A. Gonzales, Bohning pleaded guilty to the enticement of a minor to engage in sexual activity, production of images of a child engaging in sexually explicit conduct, distribution of child pornography to a minor to persuade her to engage in sexual conduct, and possession of child pornography.

In November 2003, Bohning traveled from Florida to Birmingham, England, in order to sexually abuse 13 and 15-year-old girls. The father of the 13-year-old girl intercepted a telephone call between his daughter and Bohning upon Bohning’s arrival in the United Kingdom in which he discussed his planned sexual activity with her. The young girl’s father contacted U.K. law enforcement who notified the FBI in Miami. Bohning was arrested in the U.K. and charged with various offenses including possessing and distributing lewd images of minors. A search of his person and hotel room revealed he was in possession of numerous items including: a laptop computer, Viagra pills, Vaseline petroleum jelly, a teenage pornography magazine, and Polaroid images of a teenager engaging in sexually explicit conduct. Bohning pleaded guilty in the U.K. to possessing and distributing indecent images and publishing an indecent article and was sentenced to 30 months in prison. He was subsequently extradited to the United States for prosecution.

An investigation conducted by the FBI revealed that Bohning had an extensive collection of child pornography images depicting minors being sexually abused, including babies and toddlers. The defendant convinced a 15-year-old girl to engage in sexually explicit conduct in order to produce images which he saved; distributed images to a minor in an effort to persuade her to engage in sexually activity with him; and created a list of 374 individuals’ Internet screen or user names, mostly minors whom he catalogued by physical attributes, state or country of residence, and the nature of their sexual experiences.

Bohning faces a mandatory minimum of 15 years in prison and a maximum of 30 years for production of child pornography. The defendant faces a mandatory minimum of five years in prison and a maximum of 30 years for enticing a minor to engage in illegal sexual activity. For distributing child pornography to a minor to induce her to engage in sexual activity, Bohning faces up to 20 years in prison. He also faces up to 10 years in prison for possessing in excess of 600 images of child pornography. Bohning is subject to a fine for each count of up to $250,000 and faces a possible lifetime period of supervised release. A sentencing hearing is currently scheduled for May 11, 2007.

This case is being prosecuted by Assistant U.S. Attorney Robin Waugh for the Southern District of Florida, and Deputy Chief Sherri A. Stephan and trial attorney Bonnie Kane, both of the Child Exploitation and Obscenity Section of the Criminal Division. This case was investigated by FBI Special Agent Catherine Koontz in Miami, and the West Midlands Police Department in the United Kingdom. The analysis of the computer forensic evidence was accomplished by the High Technology Investigative Unit of the Child Exploitation and Obscenity Section.

This case is being brought as part of Project Safe Childhood. In February 2006, Attorney General Alberto R. Gonzales created Project Safe Childhood, a nationwide initiative designed to protect children from online exploitation and abuse. Led by the United States Attorneys Offices, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as identify and rescue victims.
